As a result, their values are critical to the success of numerous transactions in real estate. In this article, we will explore what a real estate appraiser is, their importance, and the valuation process they use to determine the value of a property.

What is an Appraiser and Appraisal?

An appraiser is a licensed professional specializing in determining a property’s value. They have in-depth knowledge of the real estate market and the laws governing them. Their job is to provide unbiased opinions of value backed by data and analysis. The appraisal is the report produced after the appraiser has conducted their research and analysis.

The appraisal report includes all the essential details an interested party would want to know regarding the property’s value, including its current condition, location, upgrades, and relevant market data.

This type of appraisal is not the same as the valuation your local tax appraisal district does. That, more accurately called a tax valuation or determination of tax assessed value, is a valuation to determine your property taxes and can vary greatly from the actual market value or appraised value of your home.

The Valuation Process

The appraisal process consists of various steps requiring extensive knowledge and experience. Here is an overview of the appraisal process:

Inspection of the Property

The appraiser will make an appointment to visit the property and visually inspect it. During this home appraisal process, they will take note of the property’s condition, location, and features that can impact the property’s value. This is not the same kind of inspection as your general home inspection – this is so that the builder can look at the property and determine value.

Collecting Data

After inspecting the property, the appraiser will gather data about the property and the surrounding neighborhood. This can include information on recent sales, demographics, zoning ordinances, and other relevant information.

Analyzing Information

The appraiser must review and analyze the data collected, considering any influencing factors, such as recent market trends, historical sales, and current market conditions.

Creating the Final Report

After the analysis, the real estate appraiser will produce a final report with all the relevant details regarding the property and its value. This report must exclude personal opinions and be backed by data and analysis to avoid potential bias.

Methods of Valuation

Appraisers use different methods to determine the value of a property, and they can vary depending on the property type, location, and other factors. Here are the three methods commonly used:

The Market Data Approach

The market data approach, also known as the sales comparison approach, is one of the techniques used by real estate appraisers to determine the value of a property. This approach values a property by comparing it to similar properties that have recently sold nearby. The technique involves assessing the features of the property under appraisal and comparing them to those of comparable properties that have recently sold in the same area.

Why use Comparative Data in Real Estate Appraisal?

Appraisers need to use comparative data to assess a property’s value accurately. Comparing a property to similar ones recently sold in the area allows for insights into the local real estate market. Appraisers will consider the age of the property, it’s physical condition, location, square footage, room count, upgrade, and overall condition when identifying comparable properties. Using comparative data, real estate appraisers can provide an unbiased opinion of the property’s value, which is essential when evaluating a property for lending purposes.

Finding Comparative Data for the Market Data Approach

Real estate appraisers find the comparative data required for the market data approach via multiple sources, including real estate websites and databases such as MLS. MLS is a common choice because it is a multiple listing service that real estate agents use to list properties available for sale. After finding the necessary data, appraisers must evaluate its quality to ensure accurate analysis. Appraisers must also adjust the sale prices for differences in properties, such as location, home size, and condition, to provide a precise assessment.

Advantages and Disadvantages of the Market Data Approach

The market data approach provides a reliable gauge of a property’s value when relevant data is available. This is because it effectively estimates the value of properties similar to those in the same region. However, in some areas with limited real estate activity, finding comparable sales data can present a challenge, making this method less useful. In such cases, alternative approaches, such as the cost and income approach, are used.

The market data approach is an essential technique for real estate appraisers to determine the value of a property. By comparing the property under appraisal with other comparable recently sold properties in the region, appraisers can provide a reliable gauge of the property’s value. Although the method has challenges, it remains a fundamental approach to valuing real estate and plays a critical role in the selling home buying process.

Cost Approach

The cost approach valuation method is typically used where there are limited comparables in the real estate market or where the property being appraised is unique and has special features.

What is the Cost Approach Method?

The cost approach method estimates the value of a property based on how much it would cost to replace it if the property were destroyed. The method assumes that a buyer would not pay more for a property than the cost of buying a comparable property and constructing a similar building. This approach is mainly applicable to newer buildings and properties.

Determining Property Value Through the Cost Approach Method

The real estate appraiser considers every aspect of construction, from the cost of materials to labor, equipment, and more. They may also consider various factors such as the quality of materials, architectural design, level of craftsmanship, and the current market rates of labor and material.

Other factors that the real estate appraiser may consider include non-site costs, such as government agencies permit requirements and architectural design fees. The cost approach requires the appraiser to make several assumptions and cost estimates based on local labor costs, which can vary significantly based on location.

Depreciation Rates of the Property

In this method, the appraiser will also consider the depreciation rates of the property that can be caused by physical deterioration or functional obsolescence. For example, physical depreciation is caused by wear and tear, changes in weather, or other factors that degrade the quality of the building over time. In addition, a lack of maintenance on the property may also cause depreciation.

Functional obsolescence may be due to outdated technology, design flaws, or other factors impacting the property’s overall value. To account for this, a real estate appraiser may estimate the property’s effective age, which is the difference between the actual age of the property and its physical and functional condition. This helps in assessing the replacement cost for the building.

Advantages and Disadvantages of the Cost Approach Method

The cost approach method is advantageous because it provides an objective estimate of the replacement cost of a building or property. This method can be helpful in situations with limited comparables, and the market approach cannot be applied appropriately.

However, the method also has its drawbacks. For example, it may not work well for older or unique properties where there may not be readily available replacement costs or properties to compare. Moreover, it may not factor in market conditions, which can change rapidly and lead to abrupt market value alterations.

What is the Income Approach?

The income approach considers the income generated by the property, either now or in the future. This approach is based on the economic principles of supply and demand. The value of a property is determined by how much income it produces.

To determine the property’s value using the income method, the certified real estate appraiser estimates the annual net operating income (NOI) generated by the property and divides it by a capitalization rate. Capitalization rates, or cap rates, are the returns an investor expects to receive on an investment. The higher the cap rate, the lower the value of the property.

Calculating Net Operating Income

To calculate the NOI, a real estate appraiser must first determine the gross rents the property would generate if it were fully leased. Then, they subtract the costs and expenses associated with maintaining the property, including insurance, taxes, repairs, and maintenance. The resulting figure represents the NOI.

Once the NOI has been calculated, the appraiser must consider market conditions, such as interest rates, vacancies, and owner-to-tenant occupant ratios in the neighborhood, to determine the appropriate cap rate.

Advantages and Disadvantages of the Income Approach

One significant advantage of the income approach is that it provides a realistic view of a property’s earning potential. It is particularly useful when comparable properties in the area have different expense ratios or rental rates. Furthermore, this method can help investors understand the value of a property concerning the net cash flow they expect to receive from it.

However, the income approach is not always the most accurate valuation method, particularly for residential properties. This is because residential properties usually do not generate income, forcing appraisers to rely on subjective estimates or assumptions.

The income approach is an essential method used by commercial appraisers to determine the value of a commercial property. It encompasses the income generated by the property, the capitalization rate expected by the investor, and the net operating income (NOI) generated by the property. Although the income approach method has limitations, it remains essential for commercial property appraisals, real estate developers, and investors.

Appraisals are crucial to real estate transactions. For example, lenders rely heavily on appraisal reports to decide whether to approve a mortgage. Licensing and Education in Texas

To become a licensed real estate appraiser in Texas, individuals must meet specific education and licensing requirements. These requirements are in place to ensure that real estate appraisers have the necessary knowledge and expertise to provide an accurate and unbiased valuation of a property.

Education Requirements for Appraisers in Texas

Aspiring appraisers in Texas must complete an approved appraisal education program. In addition, the program must meet the minimum educational requirements established by the Appraiser Qualifications Board (AQB), which requires 75 hours of education for the licensed residential appraiser, 150 hours for the certified residential appraiser, and 200 hours for a certified general real property appraiser. Students learn about the appraisal process, market analysis, property valuation, and other essential skills and knowledge required for the role.

Licensing Requirements for Appraisers in Texas

To become licensed as an appraiser in Texas, individuals must pass the state exam and meet additional requirements set by the Texas Appraiser Licensing and Certification Board (TALCB). The requirements vary based on the level of licensure sought. The TALCB provides four levels of licensure:

Trainee Appraiser

Licensed Residential Appraiser

Certified Residential Appraiser

Certified General Appraiser

Each license requires a specific amount of appraisal work experience, ranging from none for the trainee appraiser to several thousand hours for the certified general appraiser. In addition to completing education and experience requirements, applicants must submit an application fee, undergo a background check, and take and pass a state exam.

Continuing Education Requirements for Appraisers in Texas

Once licensed, Texas appraisers must complete continuing education courses to maintain licensure. Appraisers must complete specific industry-related courses, which vary based on their license type, and at least 28 hours of continuing education every two years. The courses should meet the minimum standards established by the AQB to ensure that licensed appraisers maintain current, relevant knowledge in their field.

Appraisers play a critical role in the real estate industry by providing an unbiased opinion of property values essential to buyers, sellers, and lenders.

To become an appraiser in Texas, individuals must meet specific educational and licensure requirements, including completing an approved appraisal education program, passing the state exam, gaining appraisal work experience, and completing continuing education courses.

These requirements help appraisers maintain industry standards and possess the knowledge and expertise to provide an accurate and unbiased appraisal.

Earning Potential of Real Estate Appraisers

The earning potential of an appraiser in Texas is excellent. According to the U.S. Bureau of Labor Statistics, the median annual wage for real estate appraisers and assessors of real estate was $60,830 in 2020.
